Abstract

Abstrak: Penelitian ini bertujuan untuk menganalisis pengaruh kepemimpinan politik perempuan, sistem merit dan manajemen talenta Aparatur Sipil Negara (ASN) terhadap kinerja birokrasi Pemerintah Kabupaten Bintan. Penelitian menggunakan pendekatan kuantitatif eksplanatori dengan metode survei terhadap 62 ASN di lingkungan organisasi perangkat daerah. Data dikumpulkan melalui kuesioner berbasis skala Likert dan dianalisis menggunakan SPSS melalui uji validitas, reliabilitas, asumsi klasik dan regresi linear berganda. Hasil penelitian menunjukkan kepemimpinan politik perempuan berpengaruh positif dan signifikan terhadap kinerja birokrasi. Sistem merit terbukti memberikan pengaruh positif dan signifikan, terutama melalui objektivitas promosi, kesesuaian kompetensi dengan jabatan, transparansi karier dan penilaian berbasis kinerja. Selain itu, manajemen talenta ASN menjadi variabel dengan kontribusi paling kuat terhadap kinerja birokrasi. Secara simultan, ketiga variabel independen berpengaruh signifikan terhadap kinerja birokrasi Pemerintah Kabupaten Bintan. Temuan menegaskan peningkatan kinerja birokrasi daerah membutuhkan integrasi antara kepemimpinan politik yang inklusif, sistem pengelolaan ASN berbasis merit dan strategi pengembangan talenta aparatur yang berkelanjutan.
