Abstract

Dalam era globalisasi dan transformasi digital, sektor publik dihadapkan pada tuntutan yang semakin tinggi terkait transparansi, akuntabilitas, dan efisiensi pelayanan publik. Hal ini mendorong negara-negara di Asia Tenggara untuk mengadopsi sistem manajemen modern, termasuk Performance Management System (PMS), guna mengukur, memantau, dan meningkatkan performa individu maupun organisasi. Namun, implementasi PMS di kawasan ini menunjukkan variasi yang signifikan. Singapura dan Malaysia misalnya, relatif lebih maju melalui reformasi kelembagaan dan inovasi teknologi. Sebaliknya, Indonesia, Filipina, Laos, dan Myanmar masih menghadapi tantangan seperti birokrasi rigid, kapasitas SDM terbatas, serta budaya organisasi yang kurang mendukung perubahan. Permasalahan yang muncul adalah bagaimana PMS dapat diimplementasikan secara efektif di tengah perbedaan institusi, budaya kerja, dan kesiapan teknologi. Beberapa studi bahkan menunjukkan bahwa PMS sering kali hanya bersifat administratif dan simbolik, belum mampu mendorong akuntabilitas substantif. Urgensi kajian ini adalah untuk memahami faktor penentu keberhasilan transformasi PMS di sektor publik agar reformasi birokrasi dapat berjalan lebih efektif dan meningkatkan kepercayaan publik. Tujuan penelitian ini adalah melakukan kajian literatur sistematis mengenai transformasi PMS di Asia Tenggara dengan fokus pada pendekatan institusional, budaya organisasi, dan teknologi, untuk menghasilkan sintesis konseptual serta rekomendasi praktis bagi pembuat kebijakan.
