Model Tata Kelola Pengamanan Kantor Walikota Batam oleh Satuan Polisi Pamong Praja: Koordinasi dan Akuntabilitasi

Penelitian ini bertujuan merumuskan model tata kelola pengamanan kantor walikota Batam oleh satuan polisi pamong praja yang menekankan koordinasi dan akuntabilitas. Permasalahan penelitian berangkat dari kebutuhan mengintegrasikan kejelasan mandat, komunikasi lintas unit, kesiapsiagaan operasional dan pertanggungjawaban dalam pengamanan objek pemerintahan yang tetap terbuka bagi pelayanan publik. Penelitian menggunakan metode Modified Delphi dua putaran dengan melibatkan 22 panel dari unsur Satpol PP/BKO, Sekretariat Daerah dan pengelola gedung, kepolisian atau praktisi pengamanan, akademisi, serta praktisi manajemen risiko dan pengawasan. Instrumen awal terdiri atas empat dimensi dan 20 indikator. Data dianalisis menggunakan median, interquartile range, persentase persetujuan, Kendall’s Coefficient of Concordance dan analisis tematik terhadap komentar panel. Putaran pertama menghasilkan 13 indikator yang langsung diterima dan tujuh indikator yang direvisi. Pada putaran kedua, seluruh 20 indikator memenuhi kriteria konsensus. Kejelasan mandat dan struktur pengamanan memperoleh konsensus substantif tertinggi, sedangkan koordinasi dan komunikasi operasional ditempatkan sebagai prioritas penerapan utama. Nilai Kendall’s W sebesar 0,61 dengan p < 0,001 menunjukkan keselarasan panel yang substansial dan signifikan. Penelitian menyimpulkan bahwa efektivitas pengamanan tidak hanya ditentukan oleh jumlah personel atau ketegasan tindakan, tetapi oleh integrasi mandat, arus informasi, kesiapan berbasis risiko, dokumentasi keputusan dan evaluasi berkelanjutan. Model menawarkan kerangka operasional untuk penyempurnaan SOP, latihan lintas unit, protokol eskalasi dan akuntabilitas pengamanan kantor pemerintahan daerah
