Pengaruh Keadilan Prosedural dan Akuntabilitas Satpol PP Terhadap Kepatuhan Masyarakat Pada Peraturan Daerah Melalui Kepercayaan Publik

Penelitian ini menganalisis pengaruh keadilan prosedural dan akuntabilitas Satuan Polisi Pamong Praja (Satpol PP) terhadap kepatuhan masyarakat pada peraturan daerah melalui kepercayaan publik sebagai variabel mediasi. Penelitian menggunakan pendekatan hukum empiris dengan desain survei kuantitatif eksplanatori. Data dikumpulkan dari 300 responden di Kota Batam yang pernah menyaksikan, mengalami atau berinteraksi dengan tindakan Satpol PP. Instrumen penelitian disusun dalam skala Likert lima poin dan dianalisis menggunakan SPSS melalui uji validitas, reliabilitas, analisis deskriptif, regresi berganda serta uji mediasi dengan PROCESS Macro. Hasil penelitian menunjukkan keadilan prosedural dan akuntabilitas Satpol PP berpengaruh positif dan signifikan terhadap kepercayaan publik. Kedua variabel tersebut juga berpengaruh positif terhadap kepatuhan masyarakat pada peraturan daerah. Selain itu, kepercayaan publik terbukti memediasi secara parsial hubungan antara keadilan prosedural dan akuntabilitas dengan kepatuhan masyarakat. Model ini menempatkan trust sebagai mekanisme sosial yang menjembatani kualitas otoritas dan ketaatan warga. Temuan ini menegaskan kepatuhan hukum tidak dibentuk oleh ancaman sanksi atau intensitas penertiban, tetapi oleh persepsi warga atas fairness, keterbukaan, penjelasan tindakan dan kemampuan institusi. Penelitian ini berkontribusi pada pengembangan studi hukum empiris dan administrasi publik dengan menempatkan kualitas proses penegakan hukum sebagai faktor sentral dalam membangun kepatuhan yang berkelanjutan. Secara praktis, penelitian menekankan pembinaan yang berorientasi pada keadilan prosedural, akuntabilitas dan penguatan kepercayaan publik
