Abstract

Abstrak: Penelitian ini bertujuan menganalisis implementasi smart transportation sebagai bagian dari pengembangan smart city berkelanjutan di Kota Batam. Kajian ini berangkat dari pentingnya transportasi cerdas dalam menjawab persoalan mobilitas, kemacetan, efisiensi layanan, dan dampak lingkungan pada kota industri, perdagangan, logistik, dan kawasan lintas batas seperti Batam. Penelitian menggunakan pendekatan deskriptif-kualitatif yang diperkuat dengan analisis normatif terhadap kebijakan smart city nasional dan daerah, dokumen Masterplan Smart City Kota Batam, serta praktik digitalisasi layanan transportasi publik. Hasil penelitian menunjukkan bahwa Batam telah memiliki fondasi kebijakan dan praktik awal smart transportation, terutama melalui digitalisasi pembayaran pada layanan Trans Batam. Namun, implementasi tersebut belum sepenuhnya membentuk ekosistem mobilitas cerdas karena integrasi data, konektivitas multimoda, informasi real-time, indikator emisi, dan tata kelola kolaboratif masih perlu diperkuat. Penelitian ini menegaskan bahwa smart transportation tidak dapat direduksi menjadi penggunaan teknologi digital, tetapi harus dipahami sebagai instrumen tata kelola mobilitas yang menghubungkan efisiensi layanan, inklusi sosial, koordinasi kelembagaan, dan akuntabilitas lingkungan. Temuan ini berkontribusi pada pengembangan kajian smart sustainable city serta memberikan rekomendasi strategis bagi penguatan transportasi cerdas yang inklusif, terintegrasi, rendah emisi, dan berkelanjutan di Kota Batam.
