Kinerja Penegakan Hukum Lapangan Satpol PP BKO Kecamatan Lubuk Baja Kota Batam: Model Prediktif Berbasis Kejelasan Mandat, Deteksi Dini, dan Koordinasi

Abstrak: Penelitian ini menganalisis kinerja penegakan hukum lapangan Satpol PP BKO Kecamatan Lubuk Baja Kota Batam melalui model prediktif yang menempatkan kejelasan mandat BKO, deteksi dini gangguan ketertiban, dan koordinasi kecamatan sebagai variabel eksogen. Studi ini penting karena penegakan ketertiban umum di tingkat kecamatan tidak hanya bergantung pada keberadaan aparatur, tetapi juga pada kejelasan ruang tugas, kemampuan membaca potensi gangguan, serta keterhubungan kerja antarunit pemerintahan. Penelitian menggunakan pendekatan kuantitatif dengan analisis SmartPLS terhadap 87 responden yang terdiri atas personel Satpol PP, aparatur kecamatan dan kelurahan, unsur keamanan wilayah, pelaku usaha, dan masyarakat. Instrumen penelitian disusun menggunakan skala Likert lima poin dan diuji melalui evaluasi outer model, validitas diskriminan, inner model, serta bootstrapping. Hasil penelitian menunjukkan bahwa seluruh konstruk memenuhi kriteria validitas dan reliabilitas. Nilai R-square sebesar 0,683 menunjukkan bahwa ketiga variabel eksogen mampu menjelaskan 68,3% variasi kinerja penegakan hukum lapangan. Deteksi dini gangguan ketertiban menjadi prediktor paling dominan dengan koefisien 0,331, diikuti kejelasan mandat BKO sebesar 0,294 dan koordinasi kecamatan sebesar 0,287. Seluruh hubungan terbukti positif dan signifikan. Temuan ini menegaskan bahwa kinerja Satpol PP BKO lebih efektif ketika didukung oleh mandat operasional yang jelas, sistem pencegahan berbasis informasi wilayah, dan koordinasi lokal yang terstruktur. Penelitian ini merekomendasikan penguatan pedoman BKO, pengembangan sistem deteksi dini, serta penyusunan indikator kinerja yang menilai ketepatan respons, legalitas tindakan, keberlanjutan tindak lanjut, dan keteraturan ruang publik secara lebih menyeluruh, adaptif, dan terukur dalam tata kelola pemerintahan kecamatan sekaligus praktik hukum administrasi perkotaan berbasis kebutuhan masyarakat lokal di Kota Batam berkelanjutan.
